In the Marine Corps how do you get tools your mos does not rate?

When I was in the field we have one set of wire cutters and I have been borrowing my Corporal's Gerber. But we need wire strippers, volt tester which we do not rate. I went to our Corporal went to my SGT, went to a SSGT, and went to my Gunny. so I used the chain of command but last time I was was in the field I used my teeth to strip the wire, and to find the live wire I was grabbing two ends of the wire and zapping myself which was not much fun at all. LOL I am being serious lol The reason we do not rate some of the tools cause our unit is so small.
