How can i locate my niece that was adopted 12 years ago and now has a different name?

she was adopted in the state of kansas, where i live now. i have not seen her since she as about 4 years old. is there anyway i can find her withouth knowing what her adoptive name is? her birth name was Monique Latriece Harvey. her birthdate is Jan. 3, 1990. if anyone out there can help, may God bless you.
