How can we go after the people circulating the Premier Random Lotto prize checks?

First of all, we all know that what they're doing is illegal. So, how do we go after them? How are they getting our addresses? AND what about those people who got "cleaned out" because they unknowingly cashed the check? This is wrong, and they deserve to be prosecuted!!!!!
